Any organization anticipating gross receipts of $40,000 or more from their bingo or raffle operations within a 12 month period must file a Bingo/Raffle Application and submit a $200 nonrefundable application fee payable to “Treasurer of Virginia.”  See the Charitable Gaming Rules and Regulations (pdf) for more information.

Applications will be processed in the order in which they are received.  OCG has 45 days in which to process complete applications.  Incomplete applications will delay issuance of the gaming permit.

To amend a current permit, submit a Permit Amendment form and the required $50 nonrefundable fee payable to “Treasurer of Virginia”.

A supplier of charitable gaming supplies must submit an application to OCG and receive a supplier registration certificate before offering to sell, selling, or providing any charitable gaming supplies to a qualified organization. See Supplier Rules and Regulations (pdf) for additional information.

Applications will be processed in the order in which they are received.  OCG has 90 days in which to process complete supplier applications.  A $1,000 application fee payable to "Treasurer of Virginia" is required.  The cost of background investigations for Charitable Gaming Supplier permits may be billed to the applicants.

The laws regarding Bingo Manager and Bingo Caller Certificates of Registration can be found in the Charitable Gaming statute.  Please refer to §18.2-340.34:1 of the Code of Virginia.

An organization may only pay bingo managers and bingo callers who possess a current Certificate of Registration issued by OCG. An organization may pay an aggregate total of $100 per session for Bingo Managers.  An organization may pay an aggregate total of $100 per session for Bingo Callers. 

Exemption:  A Bingo Caller for an exempt organization (volunteer fire departments, rescue squads, and auxiliary units thereof) is not required to register with OCG to receive remuneration.  The exempt organization must abide by all laws and regulations pertaining to the payment of Bingo Callers.

A Bingo Manager is only eligible to receive remuneration from the organization(s) listed on the Bingo Manager’s Certificate of Registration.

Applicant Information

A $75 fee must be submitted with each application for a Bingo Manager or Bingo Caller Certificate of Registration.  All checks must be made payable to Treasurer of Virginia.

Bingo Manager and Bingo Caller Certificates of Registration are valid for 12 months.
