LANDLORD, SUPPLIER, MANUFACTURER & OPERATOR LICENSING/REGISTERING

Landlord Registration

Landlord wishing to allow a qualified organization to operate and conduct its Texas Hold’em poker tournament, or to have an operator administer its Texas Hold’em poker tournament, on its premises, regardless of whether it charges or intends to charge a rental fee for it, must submit an application along with all relevant documents to the Office of Charitable and Regulatory Programs (OCRP) and receive a landlord registration before entering into an agreement with a qualified organization.

Applications will be processed in the order in which they are received.

In accordance with 11VAC20-30-130 (F) of the Texas Hold’em Poker Tournament Regulations, a landlord, its agent or employees, or the immediate family members of such landlord, agent, or employee shall not participate in the management, operation, conduct, or administration of any Texas Hold’em poker tournament operated, conducted, or administered on the landlord’s premises. Furthermore, in accordance with 11VAC20-30-130 (J) of the Texas Hold’em Poker Tournament Regulations, a charitable gaming supplier is ineligible for a landlord registration.

Charitable Gaming Supplier Licensing

Suppliers of charitable gaming supplies must submit an application along with all relevant documents to the Office of Charitable and Regulatory Programs (OCRP) and receive a supplier license before offering to sell, selling or providing any charitable gaming supplies, including bingo paper, paper instant bingo/seal cards/pull-tabs, poker cards, poker chips and mechanical card shuffler to a qualified organization; or poker cards, poker chips and mechanical card shuffler to a registered Texas Hold'em poker tournament operator.

Applications will be processed in the order in which they are received. OCRP has 90 days to process completed supplier applications. A $1,000 application fee payable to the Treasurer of Virginia is required.

In accordance with 11VAC20-30-130 (J) of the Texas Hold’em Poker Tournament Regulations, a landlord is ineligible for a charitable gaming supplier license.

Manufacturers of Electronic Pull-Tab System Licensing

Standards for electronic pull-tab systems are established in Virginia’s Charitable Gaming Regulations. Before any electronic pull-tab system may be distributed or used in Virginia, the manufacturer of the system must receive:

  1. A license issued by the Office of Charitable and Regulatory Programs (OCRP), 
  2. A letter from OCRP approving the certification of the manufacturer’s system by a VDACS-recognized testing laboratory, and
  3. A letter from OCRP approving each electronic pull-tab game’s themes, sounds and music.

A manufacturer seeking authorization to provide electronic pull-tab systems in Virginia may apply for a permit to do so by completing an application. Upon completion, please mail the signed application, all relevant documents, an application fee of $1,000 made payable to the Treasurer of Virginia and a Personal Information Form for each required individual to OCRP.

Texas Hold’em Poker Tournament Operator

An operator seeking to become a Texas Hold’em Poker Tournament Operator to administer a Texas Hold’em poker tournament on behalf of a qualified organization must submit an application along with all relevant documents to the Office of Charitable and Regulatory Programs (OCRP) and receive an operator registration before entering into an agreement with a qualified organization.

Applications will be processed in the order in which they are received.

If an operator wishes to provide its own charitable gaming supplies, such as playing cards or poker/tournament chips to a qualified organization in the administration of the organization’s Texas Hold’em poker tournament, then the operator must obtain a charitable gaming supplier permit to do so. Furthermore, in accordance to 11VAC20-30-70 of the Texas Hold’em Poker Tournament Regulations, a qualified organization’s charitable gaming permit may be suspended, revoked, or denied if any person participating in the operator’s administration of a Texas Hold’em poker tournament has been (1) convicted of any felony within the preceding 10 years; or (2) convicted of any misdemeanor involving fraud, theft or financial crimes within the preceding five years.
